Subject: Wally Parks

This is not meant to alarm anyone, but I wanted to let you know that
Wally Parks suffered a heart attack last Friday, and over the weekend
underwent what appears to be a successful angioplasty procedure. I have been in
contact with Barbara over the weekend and most recently spoke to her
today. She told me that Wally is in good spirits and is feeling much
better. She hopes to bring him home sometime this week.

Just so you know, we have sent flowers to Wally and Barbara from all of
us here at NHRA. However, Barbara has asked that for the time being, to
please not try to contact Wally directly. If you'd like to pass on a
note or card, please give it to Leila or Renee and they will forward it on to
Wally. I'll keep you posted as I hear more. Just for the record, Barbara
told me today that Wally still plans on being in Las Vegas next weekend.
I know we all hope to see him there!

Bill Fisher, IAMC Participant and Moto Award Winner, Crosses Finish Line

Bill Fisher and Walter Haessner at the 1997 IAMC Banquet, Imperial Palace Hotel & Casino, Las Vegas, NV

Fred W. “Bill” Fisher died May 20, 1999. A long-time supporter of IAMC, in the 1980s Bill served as a member of the book awards judging committee, and attended the 1997 IAMC at which he received a Moto Award.

Known to many as “California Bill” for the mail order publishing company he founded while still in college, Bill Fisher had a long, varied and successful career. His strong affinity for and involvement in automotive performance and speed drove his publishing interests. He was a member of the Bonneville 200mph Club and Inliners International.

Born in Sullivan, Illinois in 1926, he joined the Marine Corps in 1943, earned his BA at Pepperdine, and MSc at the University of Southern California. Subsequently, he taught school in Pasadena, CA; started Fisher Automotive Engineering; worked as tech writer at Northrup; in 1956 became advertising manager for Ampex Corp. He began Go-Power, creating parts and wheels for go-karts. He also formed Bill Fisher Advertising.

Bill founded HP Books in 1963, authoring its first book. In 1972 he moved firm and family to Tucson, AZ, and sold this very successful publishing company to Knight-Ridder Newspapers in 1979. He co-founded Fisher Books in 1989, where he continued until recently, working closely with wife Helen, son Howard and daughter Nancy.

Author of numerous books and magazine articles about performance cars and engines, and publisher of hundreds of nonfiction books selling more than 30 million copies, he was the recipient of the Publishers Marketing Association (PMA) Lifetime Achievement Award. PMA also named a permanent award for him, honoring new publishers’ first books each year.

A member of Casas Adobes Congregational Church, Bill was active in charitable causes, co-founding with Helen the Fisher School for children with dyslexia 12 years ago, and being instrumental in the development of the annual Casa Car Show of 800-900 cars in support of the Casas de los Ninos Crisis Center, Tucson.

Bill fought a 9-year battle with prostate cancer. A devoted family man, he leaves behind his beloved wife and business partner of 51 years, Helen; daughter, Nancy (Carlos Fleming); son, Howard (Karen); and five grandchildren. Celebration of Life service will be held at Casas Adobes Congregational Church, 6801 N Oracle Road, Tucson, AZ 85704 on Friday, May 28 at 2:00 PM. In lieu of flowers, please consider a donation to the Scholarship Fund at the Casas Adobes Congregational Church or your favorite charity. July 26, 1998

Press Release-Brooklyn, Michigan

The following statement was issued today regarding the incident that involved spectators during the U.S. 500 at Michigan Speedway.

According to Michigan Speedway Medical Director Dr. Greg Baumann, there were three fatalities and six other spectator injuries in the Turn 4 grandstands from an airborne wheel and other debris as the result of a one-car incident during Sunday's U. S. 500.

Dr. Baumann noted that two of the victims died instantly from their injuries while the third was transported to the Michigan Speedway care center located behind the grandstands and died after resuscitation efforts.

The incident occurred on Lap 175 of 250 when the car made contact with the Turn 4 wall, sending its right front wheel and other debris over the 15 feet of wall and protective fencing into sections 68 to 72 of the grandstands.

The identity of the victims was withheld pending the notification of families. All of the injured were transported in stable condition to W. A. Foote Memorial Hospital in Jackson.

Year of Registration/Year of Manufacture

There are seven main components to a vehicle.

They are:

To date a vehicle, any four of the first six items (1, 2, 3, 4, 5, 6) must be of the original year of manufacture.

Item 7 must be of the original series of manufacture, always.

If a newer engine is used, the most recent year that engine was manufactured will be the determining factor in establishing year of manufacture for that vehicle, and then it must comply with all EPA emission requirements for that engine's year of manufacture.

Example: Chevrolet 350 engines were last built in 1978. Therefore, if a Chevy 350 is put into a 1938 A.C. Ace or 1940 GMC truck, the year of manufacture will be 1978 even if the vehicle has six items of original year of manufacture out of the seven items above.

The engine is considered the pivot point for dating, emission checking and emission equipment fitted to a vehicle.

It is no longer valid to use the vehicle identification number (VIN) as a dating reference to establish year of manufacture.

If we are going to police you hobby we must tighten up now, not after some bureaucrat decides to do it for us.

This is a general overview of what needs to be done. To make this a comprehensive program, please send your suggestions to ISVP as soon as possible so we may incorporate the best ideas.
